If the belt doesn't "skip", it's OK. Best way I've found is to put the bike on a stand, rear wheel off the floor. Spin the wheel by hand and loosen the belt, it will get easier the more you loosen. When it no longer gets easier, that's where you stop.
To "eyeball" the alignment; put the bike up, stand back about 5 feet behind the bike and see if the rear pulley looks straight with the belt. A good flashlight can help and you may have to remove the belt guard. The belt will normally ride on one side of the pulley but won't ride up on the edge or "skip".
